Our Public Works Department recently utilized Pickens County’s Community Assistance Program, which is available to municipalities throughout Pickens County, to assist with repairs to the sinkhole and bank washout located on Woodbine Road. The City worked closely with the County throughout the project to help stabilize and repair the area.

As part of the project, more than 30 dump truck loads of dirt were hauled in. The City also provided erosion control materials for the site, including 50-pound bags of rye grass seed, 50-pound bags of fescue grass seed, and 10 rolls of straw matting to assist with stabilization and erosion control efforts.

The City of Liberty is seeking a dependable and detail-oriented Clerk to Council to provide administrative support to City Council, the Mayor, and City Administration. This position is being advertised as the current six-month interim Clerk to Council position will conclude on July 28, 2026.

The position is responsible for assisting with council meeting preparation, maintaining official records, communicating with citizens, and ensuring public notices and council documentation are completed accurately and in a timely manner. Some evening hours are required for attendance at scheduled council meetings.

SPECIAL CALLED SESSION AGENDA
On Saturday, August 29, 2026, from 9:00 AM - 2:00 PM at the Rosewood Center, Council and Department Heads will participate in a Strategic Planning Retreat.

A strategic planning retreat gives Council and staff dedicated time to step away from day-to-day business and focus on the bigger picture for the City’s future.

The purpose of the retreat is to discuss priorities, identify challenges and opportunities, and work together on a shared vision for the community. This retreat is intended to help establish goals and priorities for staff to work toward based on Council’s vision for the City.

Deputy Administrator Katie Sizemore, along with all department heads, will be present throughout the discussions to provide operational insight, answer questions, and help talk through goals, timelines, feasibility, staffing needs, and implementation associated with proposed initiatives.

Council should not feel limited by the structure or number of strategies included in the current strategic plan. However, the purpose of this retreat is not to completely reinvent the wheel. The intent is to review the existing strategic plan, maintain the overall format and established goals where appropriate, identify what Council agrees with, discuss what should be adjusted or updated, and determine where additional goals or strategies may be needed moving forward.

Council members are encouraged to come to the retreat prepared with their own ideas, priorities, and suggestions for the strategic plan in order to help guide productive discussion throughout the day.

Council members are also asked to submit a list of any proposed adjustments, additions, removals, or revisions they would like considered for the strategic plan no later than August 15 in order to allow adequate time for preparation and organization prior to the retreat with other Council Members.

Prior to Council discussion on each strategic planning topic or goal area, time will be provided for public comment and community input related to that section. This structure is intended to allow Council to hear feedback and perspectives from residents before discussion takes place.

There will be a 20-minute maximum time limit on each goal or topic discussion in order to help keep the retreat productive, organized, and moving efficiently through all strategic planning categories unless otherwise adjusted by Council consensus during the retreat.

As a reminder, discussions regarding strategic planning priorities should take place during the publicly noticed retreat meeting and not through private discussions or behind-the-scenes strategizing between Council members outside of the public meeting process.

Rather than making rushed decisions during regular meetings, a strategic planning retreat creates space for thoughtful discussion, collaboration, and long-range planning. The goal is to create a clear direction that can help guide future projects, staffing priorities, budgeting decisions, infrastructure planning, recreation initiatives, economic development efforts, and overall City operations.

The final strategic plan will be adopted as a two-year plan. Timeline sections within the plan will include hopeful or expected completion months and years in place of generalized terms such as “short-term” or “mid-term” in order to provide clearer expectations and measurable progress benchmarks.

The strategic plan will also be revisited prior to the FY 2028–2029 Budget Retreat to evaluate progress, reassess priorities, and ensure future budgeting decisions align with Council’s adopted goals and vision for the City.

Lunch will be provided for Council members, department heads, and the Clerk to Council during the retreat.

A big thank you to our Parks & Recreation Department for all of their hard work helping keep Liberty looking its best.

Over the next few months, you may notice crews throughout the city pressure washing sidewalks, public spaces, and other areas as part of an ongoing beautification effort. These projects may seem small, but they make a big difference in keeping our community clean, welcoming, and well cared for.

Special thank you to Tom for all of his hard work out there this morning helping kick off this effort.

As we continue planning for this year’s Halloween event, one thing remains our top priority: the safety of our children and community.

Because of this, the City is considering moving Halloween activities to the City Stadium this year with safety being the main priority. The goal is to create a safer environment for children and families with more room for walking for trick-or-treating, improved visibility, and easier access for police, fire, and emergency personnel if needed. City Stadium is also fenced in, which would allow kids more space to safely walk around, play, and enjoy the event.
